(7 Provincial) Treasury of Canton is empty and Canton notes are at a discount of more than 70 %. Trade is dead and there is danger of mutiny and of serious complications, owing to lack of cash to pay troops. Canton Government is seeking loans and Hillier representing Hong Kong and Shanghai

to negotiate international silver Bank recently offered loan for $20,000,000 to be issued by the five Power group banks in the Province of Canton and Hongkong on the security of likin dues, rice, tea, house tax and other revenues and on condition of acceptance of a

foreign Associate Financial Commissioner to supervise the collection of revenues and expenditure to be used in the first instance for rehabiliting (sic) the note issue. His Majesty's Minister at Peking has informed me and also Consul General at Canton that he is averse from intrusion of quin-
